Personally I am of the opinion that the more the connection between these two aspects of meditation is emphasized, the better people's practice will be.
Born, become, arisen – made, prepared, short-lived
Bonded by decay and death – a nest for sickness, perishable
Produced by seeking nutriment – not fit to take delight in


Departure from this is peaceful – beyond reasoning and enduring
Unborn, unarisen – free from sorrow and stain
Ceasing of all factors of suffering – stilling of all preparations is bliss

I agree - in practice, they are like two wings of a bird.

That said, two wings are two discrete wings, not one. Therefore maybe there is value in being able to inspect and understand each one separately, so that they may then be conjoined in practice?

Let's see what others think... but keep in mind that the current structure is based on the outcomes of many such discussions over the years.

There are a variety of views on this, as there are on many aspects of practice and doctrine. Some consider that the development of samatha and vipassana is best carried out by quite different practices. Others, like you, have a different opinion.

The current structure should allow members to discuss these various approaches (development separately or in tandem) in the most effective way that they see fit. It was not designed to favour any particular approach. If you think that the structure prevents those who want to develop the two aspects in tandem from having an effective discussion, then it would be helpful to suggest how it could be improved.

Emphasizing such conceptual distinctions does stimulate more discussion, runs off more easily into proliferating scwabbles, perhaps more attractive for those trolling for excitement, but more often than not in a direction away from quality considerations of dhamma. :shrug:
