No the rules must not be changed. But the rules should be used in such a way so as to perpetuate the sangha, as the Buddha intended. Its just illogical to use an organisation's rules towards its own extinction

Exactly backwards. The rule about the need of "4 bhukkhus + 4 bhikkhunis to ordain +1 more bhikkhuni" was established by the Buddha exactly to strengthen Sangha - not to weaken it. Likewise the rule about 4 bhikkhus needed to ordain +1 bhikkhu.

Thailand Hosts 1st ASEAN Buddhist Conference

Nakhon Pathom Rajabhat University in central Thailand played host to the 1st ASEAN Buddhist Conference on 22–23 September. After reading the inspiring article about bhikkhuni Venerable Candā & the Anukampa Bhikkhuni Project, I found this article about the Thai King's funeral very disturbing because, imo, it does not matter who you are, even the Lord Buddha himself, when you are not invited you are not invited. Demanding privileges, status & respect is not the practise of Buddhism. This is not the way to earn respect & support by gate crashing a funeral (particularly when you could be meditating, following the Lord Buddha's directive).
When this was said, the venerable Sāriputta asked the Blessed One: “Venerable sir, which of us has spoken well?” “You have all spoken well, Sāriputta, each in his own way. Hear also from me what kind of bhikkhu could illuminate this Gosinga Sāla-tree Wood. Here, Sāriputta, when a bhikkhu has returned from his almsround, after his meal, he sits down, folds his legs crosswise, sets his body erect, and establishing mindfulness in front of him, resolves: ‘I shall not break this sitting position until through not clinging my mind is liberated from the taints.’ That kind of bhikkhu could illuminate this Gosinga Sālatree Wood.”

That is what the Blessed One said. Those venerable ones were satisfied and delighted in the Blessed One’s words.

I'm don't know what is the practice in your land but in Asia and in Thailand, one does not invite others to a funeral. A funeral is generally open to the public and anyone can come to pay one's respect to the deceased. Stopping a person from attending a funeral is considered extremely bad form. Consider this: Laymen, laywomen, Theravada monks, maechees, Thai Mahayana monks and nuns, foreign nationals, Catholic monks and nuns, clergy of all religions and of all nationalities are not stopped. But Thai bhikkhunis are not allowed?

Unfortunately there are many places in the world where it is not easy for women to lead the monastic life!
