If the mind can volitionally induce pleasure; that appears to be some degree of mastery over the mind. However, I image the rapture of jhana is born of letting go (per SN 48.10) and thus is something born of inclining towards the non-volitional unconditioned. The closer to the unconditioned, the greater the permanence.
