How to teach Dhamma?
I can recall reading a Sutta where Buddha instruct disciples how to teache Dhamma.

What is this Sutta?
“As the lamp consumes oil, the path realises Nibbana”

Did Buddha say who can teach Dhamma?

The above shows who can teach the Dhamma well.

If you are seeking prohibitions on teaching the Dhamma, I'd suggest you're more likely to find those in the Vinaya.
