Is there restriction on consumption of water for monks?
Why Buddha did not impose restriction of water consumption (drinking or usage) for monks?
“As the lamp consumes oil, the path realises Nibbana”

Only with regard to bathing, not drinking. And only for monks in drought-stricken regions.

So if I am observing eight precepts I can take a bottle of water to the temple?

Indeed. You could take an 80,000 gallon portable water tank to the temple and your sīla will still remain intact
