What sutta has this quote: "sabbena sabbam sabbattha sabbam kassaci kimhici"? And what does it translate to?

It is from DN 15. I don't know how to translate it but I am merely exploring below:
Jāti ca hi, ānanda, nābhavissa sabbena sabbaṃ sabbathā sabbaṃ kassaci kimhici, seyyathidaṃ

Suppose there were totally and utterly no [existing of] rebirth for anyone anywhere. (Sujato)

If there were no birth at all, in any way, of anything anywhere (Thanissaro)

Fyi , if you look at Chinese translation , it says ,

If there were
entirely and totally
no manifestation at all ,
no matter what ,
no matter how , it is nonexistence .
