Bhavatu sabba mangalam
rakkhantu sabba devatā
sabba Buddhānubhāvena
sadā sotthī bhavantu me
In the first line, "bhavatu" seems to be third person singular imperative. In the fourth line, "bhavantu" seems to be third person plural, but ends with "me".
Is the verse correct?

Yes, I believe it is. The verb "bhavantu" goes with "sotthī" which here is plural, while "me" is indirect object in dative case. So in the first line it says "may every blessing be," but in the last line, "always may blessings be for me." Hope this is helpful.
