Is the Vimuttimagga discovered in 20th century is the original vimuttimagga written by the first Sri Lankan monk Ritigala Upatissa Thera (Mahinda Maha Thera's first desciple/ King Devanampiyatissa's relative Prince Arittha) or a later book?

It's not known. It is a translation into Chinese, there is even no consensus among scholars what was it's original language (Sanskrit, Pali, BHS), and where it was written (India, Sri Lanka). But it is believed to belong to 1-2 century CE, so later than Mahinda.
