Hi, I may not be understanding correctly, but here goes. The 3 types of Rootless Cittas, Wholesome, Unwholesome and Functional are all Kammically Indeterminate. The five fold sense consciousnesses of the Wholesome and Unwholesome contain within them the 7 Universal Cetasikas.
Volition; being one, has the function of accumulating and generating Kamma. So it seems to me that the Wholesome and Unwholesome Rootless can create Kamma, but are defined as Kammically Indeterminate.
Where am I going wrong?

Thank you Santa. Just to check I've got this now, the volition cetasika is part of an inderminate Citta, yet to produce Kamma.
I should add, this indeterminate Citta is also the result only of either Wholesome or Unwholesome previous Kamma.
