How can Citta be kusala or akusala

How can something that seems neutral, namely the 'cognizing of an object', the definition of citta as I understand it to be. How can this be kusala or akusala? This concept seems neutral and not bad or good?

How can water be red or blue?

Consciousness (citta) arises together with mental states (cetasikā), which define it as wholesome, unwholesome, functional, etc.

You can be what you are because of your organs, your knowledges, your parents, your friends, your works, etc.

Cittā and cetasikā can be kusalā, akusalā, or abyākatā because of it's paccayā such as ārammaṇā, araised before stuffs, araised after stuffs. See 24 paccayā (The Law of Casual Relations) for more information.
