What he is saying is if we are trying to be good we end up with being bad.
How could this be?

Idea is these philosophers have the philosophy about the present moment.
Like,
There is no past no future only the present moment where the real you is. You of yesterday doesn't come you of today. If you think you are the same person what was on the train platform and now is on the train then it is what links you to the wheel of birth and death.

That kind of philosophy is very likeable for large groups of people because it doesn't require any practice or following precepts, sila etc.

You can't disagree with these statements. But the body is still there what works like there is tomorrow, past, memories, labels, it requiers food, it proccesses it so you can even know from hair samples what you have ate yesterday or in the past, so the philosophy only remains philosophy, i would say this philosophy rather alienates people from following precepts, sila, right concentration etc.

*these guys should follow some rules and when they break a rule, do they have a inner feeling? And then what they have to do next? Otherwords if it coems to living their knowledge falls short since its mental only, like "oh i can do this too, hold my beer(weed?).."

The now moment is when exactly? your present moment should be 0 time, it would mean everything you perceive will stop moving. It would be gravitation of a black hole you need have in your close proximity and it would effect as a natural disaster(or wonder).

If there is layers, the philosophical layer isn't effecting much the reality it seem. That means you should bring that "present moment" into closer to gross realms, you also then need get pass "dream state", the philosophical layer is less dense than dream state realm.

Still it is practice-able and a must do thing to get close as possible to the present moment, but there is requirements beforehand, these are fulfilled by precepts, sila etc.

point is its possible to reach that far you can do miracles at some point. So i rather won't talk so proudly about present moment as a birth-death wheel stopping(on a philosophical stage).

Where does he say it? he says that if you do good you are gold chained if bad then iron chained.

If you are a philosopher you can think out any solution while its true there, its not even close to what's happening on earth, its not gaseous planet its gross also its not a thought realm what is made of coming down from just another weed high.
