Unconscious Thought Influencing Others?

Buddhists: What type of Buddhism believes that once a new thought is created it enters the conscious mind stream, and allows access to other sentient beings unconsciously, (and might explain the 100th Monkey Theory)?

I think I came across this in Shantideva's "Guide to the Bodhisattva's Way of Life,
and in in he was refuting the various schools of thought for their erroneous
views whilst explaining what really happens.
During one of those explanations, I think I came
across something akin to what I'm asking about.

Could you cite the passage in Shantideva where he says this?

To say "Unconscious Thought" is like saying "dry water".
Also there is no "conscious mind stream". There may be a sequence of conscious moments.
