There's Tantra, and there's also tantrum.
Although the quote is good for all men to keep in mind as far as their attitude towards women is concerned, It might be worth noting that it is spoken to monks (as are many of the suttas), and not to lay practitioners. Additionally, if it was followed by every male Theravada practitioner, I wouldn't have had some of the offensive and sexist comments I've had on the internet from time to time from certain people. Not quite. The comment is in regard to monastics. We are not monastics. For us it is enough to follow the Noble Eightfold Path. We, as a lay people, are "allowed" to have sexual relations as long as we abstain from sexual misconduct.What is relevant in Theravada is:

Overindulgence is a problem, regardless of the object of overindulgence.
Sexual Overindulgence is an addiction therefore results in unwholesomeness .
