Although the quote is good for all men to keep in mind as far as their attitude towards women is concerned, It might be worth noting that it is spoken to monks (as are many of the suttas), and not to lay practitioners. Additionally, if it was followed by every male Theravada practitioner, I wouldn't have had some of the offensive and sexist comments I've had on the internet from time to time from certain people. Nobody ever treated me like that when I was doing Tantric practices.

What is relevant in Theravada is:
Not quite. The comment is in regard to monastics. We are not monastics. For us it is enough to follow the Noble Eightfold Path. We, as a lay people, are "allowed" to have sexual relations as long as we abstain from sexual misconduct.

Of course, it is also just common good manners to not want to hump every woman you see. ;)

tesaṃca yo nirodho - evaṁvādī mahāsamaṇo.

Of those phenomena which arise from causes:
Those causes have been taught by the Tathāgata,

The way I understand sexual overindulge is sexual misconduct.

Overindulgence is a problem, regardless of the object of overindulgence.

Sexual Overindulgence is an addiction therefore results in unwholesomeness .

But it is not misconduct .
