non-agitation is highest peace
living unaffected by other cause and condition to suffering is true bliss
not associating with stupid people is immediate peace

The way I understand there are three aspects for this.
1) Stream enterer (Sotapanna). For this you have to eliminate three fetters.
2) Dhamma follower and faith follower - The way I understand, you have taken three refuges and observe five precepts
3) Buddhist is a person on the path who has taken three refuges and five precepts.

In my opinion, if you have taken three refuges, you are on the path.

According to the teaching most of us are atleast on the path to sotapanna.

Faith/Dhamma followers have 5 faculties to the minimum extent and they have accepted that all dhammas are impermanent.
