What matters is not the lable.
However if a person has not gone to the refuge (faith) of Buddha, Dhamma and Sangha it is not possible to accept the person is following the Noble Eightfold Path. Muslims, Christians and Hindus etc do not have the faith in Buddha so it is impossible for them to follow Noble Eightfold Path. If a person follow the Noble Eightfold Path, s/he will be considered a Buddhist.
Dhamma is the Truth, things as they are.

I have conviction that going for refuge during some ceremony have no any magical impact and purifying result on one's mind. But it creates an emotional impact that allow the practitioner to be supported by his faith when things become complicate and obstacles arise on the Path.

The real true Refuge is made by an Ariya Puggala, while his mind litteraly take refuge in the Unconditiined element. This is Taking Rafuge that have an impact on mind, but the Unconditioned have no religion and all sentient beings have potential to awaken to that Truth...

So for me if someone take refuge in truth, seek only truth, and practice the truth, then he can find the Truth within himself. And by being intent on truth, by this fact, he take refuge in Buddha, Dhamma, Sangha - as these Gems have Unconditioned as their nature.

Faith in Triple Gem is actualy the Faith in the potential of our mind to be free from greed hatred and delusion by awakening to the Unconditioned dhamma.
