Can gods can make merits?

It is a popular belief that gods can't make merits.
In the following video ven. Walpola Gotama mentioned that gods can make merits.
The video is in the Sinhalese language.

Since merit is nothing more than wholesome actions, then of course gods can make merit.

However, since the destination associated with merit is the god-realms and the like, such acts will only help to sustain that temporary state for a bit longer. It would be better for gods to direct their attention in this manner, described in the Dhammapada.

As I understand it... Some gods can and do practice dhamma

It is a general belief in Sri Lanka Buddhist that deva's cant makes merits.
That is why we pass merits to Deva at the end of any Dhamma gathering.

Actually you can't pass merits to the gods, according to suttas only to certain kind of petas merits can be passed.

It appears the only think Deva can't do in comparison to human is to become a monk.
It appears only a human can become a monk.
For instance, when a monk going through the higher ordination they all mention their name as "Naga"
It is a result of a request from a Naga who was unable to become a monk.

It appears it is an acknowledgment of the presence of Deva in an auspicious event.
