Can Vinaya change?

Can vinaya change with time or is it like set in stone like dhamma? What did buddha say about this?

Here's one small contribution:
In DN 16 The Buddha said
If it is desired, Ananda, the Sangha may, when I am gone, abolish the lesser and minor rules.
But because Ananda forgot to ask which ones were the lesser and minor ones, the First Council decided to keep all the rules.

Interestingly the Buddha also said this:
"The growth of the bhikkhus is to be expected, not their decline, bhikkhus, so long as they ... appoint no new rules, and do not abolish the existing ones, but proceed in accordance with the code of training (Vinaya) laid down;
Anyway, so that's a small contribution from me.
