How perception be wholesome or unwholesome?

Three unskillful perceptions: Tisso akusalasaññā— sensuality, malice, and cruelty. kāmasaññā, byāpādasaññā, vihiṃsāsaññā. (9)

Three skillful perceptions: Tisso kusalasaññā— renunciation, love, and kindness.

The way I understand, according to Abhidhamma perception is neutral.

The same as with consciousness. Citta is also neutral, but when associated with wholesome cetasikas it is called kusala, when with unwholesome - akusala. Same with perception.

Things which are conducive to the goal are called "wholesome" and thing counterproductive to the goal are called "unwholesome".
It is that simple I think.

Actually "neutral" is not the correct word. According to Abhidhamma, perception/sanna is under the SabbaCittaSadharana group, which in turn is under the Annasamana, or "Ethically Variable" group. So DN 33 and Abhidhamma are in sync here.
