Things which are conducive to the goal are called "wholesome" and thing counterproductive to the goal are called "unwholesome".

Actually "neutral" is not the correct word. According to Abhidhamma, perception/sanna is under the SabbaCittaSadharana group, which in turn is under the Annasamana, or "Ethically Variable" group.
