Ultimately, yes. Remember Dukkha is of 3 categories: Dukkha-dukkha, Viparnama-dukkha, and Sankhara-dukkha. Sankhara-dukkha is the deepest layer, the dukkha of conditioned experience. While Piti/Sukha are refined states of being and important components for a practitioner to progress toward higher more advanced stages of the Path, they themselves are conditioned phenomena nevertheless and as such subjected to Anicca, Anatta, and Dukkha.
