Justifying abortion would possibly be praising abortion. However it would depend on when the justification happened (before an abortion would possibly be praising), and how it was being justified.

It is only a minor offence. it is not a parajika. So they either have a reason that is allowable in accord with the vinaya or they just ignore the rule. It's all relative, of course, but even the elders at the First Council could not agree on which rules were to be included in the Lesser and Minor ...
