Social cohesion is one of the aim of precepts. Buddha explicetely said that stealing is somethink that king can punish you for, so wordly laws are also important. i suspect that this was said to some intellectually non-advanced listeners who couldn't understand the inherent value of the 2nd precept...

In the end, I guess what you do is up to you. After all, 'you' are the one who has to live with the 'guilty conscience' or other consequences. If you think it's ok to do something you have been advised is illegal, but you refuse to see it as such and argue semantics about 'action' and merely 'watch...

if Buddha didn't see unwholesome deed and demerit in eating meat not produced (by slaughter) specifically for its consumer (Jivaka Sutta MN 55) do you think he would change his mind regarding watching a technically stolen movie if it wasn't stolen specifically for the spectator? Apples and Oranges....

what makes sense is spreading knowledge, not beliefs or information, because in that case it will be honest

what makes sense is making (and even that not purpously) other people discover you and seek you out and not vice versa

i believe it's worth attaining the 4th jhana and experiencing it firsthand to have all questions cast off
