However, I have to say (in self defence) that the Independent's report which I linked to is dated "Wednesday 18 October 2017" and (in their defence) that it quotes a 2016 WHO report so the whole thing is not as old as you tho...

From what I have seen on the internet the fesitval of Dewali is a five day thing and the main day which is the third day of the festival was on oct 19th this year.
