A little more internet surfing and found the answer myself. Appears Blavatsky's source was Eastern Monachism (1850) by R. Spence Hardy, pp 38-43. Hardy translates the title as Rathapála-sútra-sanné . Sutrasanne

In an old 19th century text I ran across a mention of the Rathapala Sutrasanne. Is that identical to the Ratthapala Sutta?

Sutra is transliterated Sanskrit, so is 'sanne' some odd (to unlettered me) suffix in Skt? If so, how does it change the meaning of Sutra?

The two main meanings of Dharma are the written or spoken Dharma and the realized or experiential Dharma. We take refuge in the latter sort of Dharma.
No doubt the written & spoken version will persist, but if our ethics, meditation & wisdom are non-Dharmic then degeneration of the Dharma is assured.
