Buddha did not say that there is no self.
Instead of going to two extremes of existence and non-existence, Buddha taught Dependent Origination.
Living Buddha's old Dependently Originated consciousness still there to experience Nibbana.

Yes, it is indeed a hard Vinaya rule to follow in moderns society especially in a Western country.
Even a country like Sri Lanka this tradition is diminishing.

From the above analysis, it appears Anatta applicable only for Dhamma (sanna and Sankhara).

So Nibbana is helpless?
Sabbe Dhamma anatta. (dhamma include Nibbana)
