Hello: I don´t know, Nagas are more mentioned in hindu literature, but they would probably be a little higher than humans, in one of the low deva lokas. Very good to hear you are making metta your primary subject. I've been doing this myself and have benefitted a lot from making this change. It is a very powerful and underrated practise. I remember reading something about this, but i'm not sure it it's from the sutta's.

Are nagas for example drawn to metta? I remember it says in the sutta's that they protect someone with metta.

But do they want to hang out with such a person?

Do devas have mind made bodies?

I remember reading someting about this but I'm not sure if it's from the sutta's.

It would explain why we can't see them, and why you would need a developed mind to be able to observe them.

If so, how would one develop this skill?

Doesn't it depend on the intention? Technically it's not stealing, but it can be in spirit. If you download in order to save money then I think it should be considered stealing, since the creator is losing money here. But what if you download a product that you would never buy if downloading was not...

I don't think it does. You get an understanding of Anatta and emptiness from insight meditation. And a more intellectual understanding by studying Dhamma. Samatha just supports insight meditation. So I it indirectly helps.
