I think it is also important for the community to be open to feedback. The Buddha was responsive to feedback and did not automatically dismiss concerns. Gandhi was an activist. Well you can make that correlation but it is not supported by sutta, as far as I know. There were certainly a number of monastics whose behaviour was not great even when the Buddha was still teaching.
