If the local laws prohibiting your sexual behavior, for example, no sexual intercourse outside marriage but you do it, does it mean you have sexual intercourse with those who are "protected by law"...

That might come under the cosmetics part of the Eight Precepts , which I'd see as trying to counter the tendency to arouse sexual interest in others, but certainly not the precept against lying.
