Not that I'm aware. I think they got the text from SacredTexts.org or whatever that site is. The person who published on that site was from a Women's Studies department.

Yep, visas are the biggest practical problem for international monastics. And indeed it is, as with most things, a bigger barrier for people from poor countries. But I don't have any experience with monastics from poor countries trying to live in SE Asia. Perhaps it is no worse for them than people ...

I'm not even sure if Buddhist countries offer much of a benefit to monastics, although they will certainly be less hostile than other countries.
