Well, that wrong view is common enough to warrant it's own term. Pubbekata-hetu-diṭṭhi.
It means the view that everything that happens is a result of kamma. There are things that happens because of gravity, for example.

As a general rule of thumb, almost all DHP translation from a person called Thomas is a bad Translation.

I wanted to ask about circumcision, vasectomy or other modification to male genital and the possibility of ordination.
I already know about 5 kinds of pandaka, but seeing this thread makes me wonder, is there any reference about male genital modification and prohibition form being ordained?

usually i use this tool to convert from csx to unicode, but you can convert csx/velthuis/unicode to devanagari script too

There are Ariya Sangha on deva realms, but they are not ordained.
Ordination can only be given to human being. There is a reason why a person being ordinated called "naga" :)
On ordination, a person is asked if he/she is a human being.
