"Fabrication" seems to be a strange translation. If the breath is created by the body why not call the breath a "bodily creation". The word "fabrication" gives a sense that there is something false or not true about the breath. Or does "fabrication" mean we see the breath falsely as "my breath"? ___...

What does “The devas are not capable of seeing him" mean in the following?

“In whom exist no inner stirrings

Can someone explain what "The devas are not capable of seeing him" means in the following?

In whom exist no inner stirrings,
Having passed beyond being this or that,
Free from fear, blissful and sorrowless,
The devas are not capable of seeing him.
