India and Sri Lanka were there but probably not in the present form. Sri Lanka was then known as Tamraparni/Tambapanni. The points as mentioned in the Śikṣāsamuccaya are condensed. I don't know if you read the Sūtra from which are taken, in case you haven't :
Ārya-Ākāśa­garbha­-Nāma­-Mahā­yāna-­Sūtra (The Noble Mahāyāna Ākāśa­garbha Sūtra ).
