Working with depression is the path.
There are far too many variables to be able to tell why one person succeeds and another doesn't.
Some people have more suffering to deal with than others, and - at times - this isn't indicative of their practice.

My interpretation of this is to be aware of the whole breath body, but not to take the beginning, middle, and end of the breath body as your meditation subject.
The contact of the breath as a whole is the meditation object.

You have the resolve (sankappa) to apply your thoughts to the meditation object (vitakka).

Lay people practice more vigorously (in the West) than they used to as well, so if you combine this with theory then attainments are possible.
However, some people do attain sotapatti just from theory and that is because they have kusala kamma from past actions.

The Buddha's teachings almost entirely deal with what is going on in the present moment, so perhaps he saw expounding on memory as unnecessary.
