Perhaps because they have already followed the path except for the right view. It is easier to push someone standing on the cliff rather than a person who has to be dragged to the cliff. It's probably a tendency in the West. My guess is that it has to do with high expectations learned through advertisement, combined with a poor understanding of human nature and falibility; and Western guilt.
