Qestion regarding Noble Eightfold Path

I am reading Cula-vedalla Sutta and fond the following discussion

Q: "And are the three aggregates [of virtue, concentration, and discernment] included under the noble eightfold path, lady, or is the noble eightfold path included under the three aggregates?"

A: "The three aggregates are not included under the noble eightfold path, friend Visakha, but the noble eightfold path is included under the three aggregates. Right speech, right action, and right livelihood come under the aggregate of virtue. Right effort, right mindfulness, and right concentration come under the aggregate of concentration. Right view and right resolve come under the aggregate of discernment."

Does this mean to say, that virtue, concentration, and discernment (wisdom) are not fully covered in Noble Eightfold Path?

It's like all squares are rectangles, but not all rectangles are sqauares. The N8P (squares) is a division of the three aggregates (rectangles).

"Also the path is of one kind as what should be developed. It is of two kinds
classed according to serenity and insight, or classed according to seeing and
developing. It is of three kinds classed according to the three aggregates; for the
[path], being selective, is included by the three aggregates, which are
comprehensive, as a city is by a kingdom, according as it is said: “The three
aggregates are not included in the Noble Eightfold Path, friend Visákha, but the
Noble Eightfold Path is included by the three aggregates. Any right speech, any
right action, any right livelihood: these are included in the virtue aggregate.
Any right effort, any right mindfulness, any right concentration: these are
included in the concentration aggregate. Any right view, any right thinking:
these are included in the understanding aggregate”

Here, she meant to say that the Noble Path is supramundane, but the three groups⁵ — morality, concentration, and wisdom — are mundane. Therefore, according to the Noble Path, the scope is narrow, whereas the range is wide in regard to the three groups. The limited scope cannot embrace the broader aspect. Likewise, the narrow scope of the Noble Path must be included within the wider scope of the three groups. Here, it may be noted and remembered that like the five aggregates of matter etc., there are also five groups of the Path: 1) the morality group (sīla khandha), 2) the concentration group (samādhi khandha), 3) the wisdom group (paññakkhandha), 4) the freedom group (vimutti khandha), and 5) the knowledge of freedom group (vimutti-ñāṇa-dassana khandha).
