Moderating all posts before actually posting??

I'm new, you may have guessed. Anyway I'm wondering if all posts are subject to moderation before they are viewable? Seems like a very long winded way of doing things? Does that just slow the whole forum down? Does this stop after a user has posted X amount of times?

It is just the Discovering Theravada sub-forum that is moderated, where you have made your posts up to now. The other sub-forums allow instant posting.
