In "The Buddhist Monks Precepts" by Bhante Dhammavudho he states that the time after eating food is not allowed is the highest elevation of the sun, in Maysia and Singapure this is about 13:15, has anyone come across a source that calculates this per country?

Noon time
Even if the flesh & blood in my body dry up, leaving just the skin, tendons, & bones, I will use all my human firmness, human persistence and human striving. There will be no relaxing my persistence until I am the first of my generation to attain full awakening in this lifetime. ed. AN 2.5

This actually changes depending on the time of year, its not always the same time. The relationship between solar noon and clock time varies up and down by about 15 minutes over a year:

Today in Singapore solar noon seems to be at about 12:59.

That time is relatively true only for Peninsular Malaysia. I've a HTML with javascript modified from a webpage of United States National Oceanic and Atmospheric Administration (NOAA) Surface Radiation Research Branch (SRRB). You might find it useful. By poking around the script you should be able to figure out how to add locations together with their longitude, latitude and time zone.
