Bhikkhuni re-establishment has very little to do with textual sources and everything to do with acceptance, in Asia. A Great Buddhist Council, involving all traditions of Buddhism, could achieve this quickly, but otherwise the only option is very slow and incremental progress, as in the case of Sri Lanka.

wow, that's a genius idea... buddhists need a council more than yet more maitreya claimants.
