A Manual of Abhidhamma from the
Buddhanet Library may be a good place to start. It doesn't go into Conditional Relations in detail, but it covers the basics of the Abhidhamma well.

Available at the link Venerable Bhikkhu Pesala has provided you can find a Pali Buddhist Dictionary listed under palidict.zip.
The definition for
Paccaya gives a description of each of the 24 ways things may be conditioned.
I hope this is beneficial to you.
Anagarika Santikaro
May you always find peace when remembering the good deeds you have done.
Be Observant.
