Ogha-tarana Sutta: Crossing over the Flood

By saying "without pushing forward, without staying in place" am I correct in understanding the buddha as meaning that: 'staying in place' refers to not resisting the inevitable changing in and of life and oneself? And that 'without pushing forward' refers to relinquishing the use of willpower born of conventional thought, feeling, or influence to achieve?

Maybe it is also about crossing the flood of all the Dhamma teachings. :)
