Will the next EMPEROR ASHOKA emerge in a western country?

After reading the article “Getting the message” by Ven Thanissaro, I started to wonder whether the next Emperor Ashoka will emerge in a western country.
Is this possible?

If anyone does not know about Emperor Ashoka please read:

Ashoka's reign as emperor began with a series of wars and bloodshed, culminating in the Kalinga War of 260 BC.
The mammoth loss of life and suffering witnessed on the battlefield made him turn away from war.
He subsequently became deeply influenced by Buddhism, and adopted the dharma, which consists of basic virtuous teachings that can be practiced by all men regardless of social origins.
"Dharma" is derived from the Sanskrit word for "duty".

A "DhammaKing" has the 32 characteristics of a Buddha even if he's not one, I'm not sure about this but I think I've read it somewhere already.

So if you can find a man (Buddha are always men) that displays an aura, a golden skin... he will surely be a "DhammaKing".
