There is a question and answer in Cula-vedalla sutta as follows:

Well, the third noble truth is nibbana. Nibbana surely is not conditioned. But you could say the third noble truth in itself is conditioned, because the Buddha spoke it. Or you could say it's neither, because how can you condition a truth? It's a matter of words. What are you going to do with it if you would find the answer?
