I attend a Thai Forrest monastery on a semi regular basis. I do know that lay devotees also offer flowers & fruit. My youngest daughter loves doing this for us when we go.

It's best to make your own luck by following the 5 precepts & the noble 8fold path as best you can. If everything in life was predetermined there seems little point in following Buddhism , accumulating merit or any other religion for that matter.

The latest news that I've heard about this event is that it involved a 29 year old monk & a 59 year old caretaker. Police are still unsure who the initial shooter was. I hope both men recover.
