By "eye", I think we should understand the "consciousness" that is related to the eye.
If we refer to the Abhidhamma (chapter 1 on consciousness, mental states, thought processes) that consciousness is composed. And all that is compound is impermanent.

To be honest, I do not think that meditation is samatha or vipassana. It is both, in varying proportions throughout the session. Some people say when you close yours eyes it's like a wall that would be very close: if you throw a ball against the wall it returns immediately and it is difficult to control. It would happen the same with thoughts. Hey, this is an explanation ... I have not found very persuasive by experimenting.....
