This stems from pre-TP times and the fact that in some of these cultures many people still do not have access to TP (toilet paper). In this so called modern unpredictable life, especially if you are going to ordain in a foreign unfamiliar land, I'd advise one to put one's money into a trust account with legal clauses that specify money can not be withdrawn for say 2 or 3 yea...

Actually according to the Vinaya it is considered wrong for a monk to give anyone with a social stigma Pabbaja.
